"What form of government shall be established on Luna?" That is the basic question. A more abstract version would be "who decides what to do with Luna?" Anybody who ever attempts to do anything with Luna, such as orbiting, landing, occupying surface area, extracting resources, etc., will encounter other people who object. How shall those conflicts be decided? The approach on Earth has been to form a government. Is that an appropriate solution for Luna? If so, what form shall it take? Might there be better ways? After all, we start with a blank sheet of paper for our political design efforts. By deciding now, when the stakes are small, we _might_ avert bloodshed. Waiting until the stakes are huge will guarentee bloodshed. The seeds of war have already been planted. Let us pluck the seedlings while we still can.
